What is Wind Chill?
It is the temperature it "Feels like" outside and is based on the rate of heat loss from exposed skin caused by the effects of wind and cold. As the wind increases, the body is cooled at a faster rate causing the skin temperature to drop. Wind Chill does not impact inanimate objects like car radiators and exposed water pipes, because these objects cannot cool below actual air temperature.

What is Frostbite?
Frostbite is an injury to the body caused by freezing body tissue. The most susceptible parts of the body are the extremities such as fingers, toes, ear lobes, or the tip of the nose. Symptoms include loss of feeling in the extremity and a white or pale appearance. Medical attentions is needed immediately for frostbite. The area should be SLOWLY re-warmed.

What is Hypothermia?
Hypothermia is abnormally low body temperature (below 95 degrees Fahrenheit). Warning signs include uncontrollable shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness, and apparent exhaustion. Medical attention is needed immediately. If it is not available, begin warming the body SLOWLY.

Tips on how to dress during cold weather.
- Wear layers of loose-fitting, lightweight, warm clothing. Trapped air between the layers will insulate you. Outer garments should be tightly woven, water repellent, and hooded.
- Wear a hat, because 40% of your body heat can be lost from your head.
- Cover your mouth to protect your lungs from extreme cold.
- Mittens, snug at the wrist, are better than gloves.
- Try to stay dry and out of the wind.

Advisory
(Abbrev. ADVY)- Highlights special weather conditions that are less serious than a warning. They are for events that may cause significant inconvenience, and if caution is not exercised, it could lead to situations that may threaten life and/or property.

Watch
A watch is used when the risk of a hazardous weather or hydrologic event has increased significantly, but its occurrence, location, and/or timing is still uncertain. It is intended to provide enough lead time so that those who need to set their plans in motion can do so.

Warning
A warning is issued when a hazardous weather or hydrologic event is occurring, is imminent, or has a very high probability of occurring. A warning is used for conditions posing a threat to life or property.

Storm
Any disturbed state of the atmosphere, especially affecting the Earth's surface, and strongly implying destructive and otherwise unpleasant weather. Storms range in scale from tornadoes and thunderstorms to tropical cyclones to synoptic-scale extratropical cyclones.

Blizzard
(abbrev. BLZD)- A blizzard means that the following conditions are expected to prevail for a period of 3 hours or longer:

Sustained wind or frequent gusts to 35 miles an hour or greater; and
Considerable falling and/or blowing snow (i.e., reducing visibility frequently to less than ¼ mile)

sioux...southwestern grant and eastern adams counties until 900 pm
mdt...

At 830 pm mdt...national weather service doppler radar indicated a
severe thunderstorm capable of producing quarter size hail...and
destructive winds in excess of 70 mph. This storm was located near
white butte...or 55 miles east of bowman...moving east at 45 mph.

Locations impacted include...
North lemmon.

Precautionary/preparedness actions...

Prepare immediately for large hail and damaging winds if you are in
the path of this storm. People outside should move to a shelter...
Preferably inside a strong building and away from windows.

Very heavy rain is also occurring with this storm...and may lead to
flash flooding. Do not drive your vehicle through flooded roadways.

This storm has exhibited some weak rotation. Tornadoes can develop
quickly from severe thunderstorms. Although one is not immediately
likely...if a tornado is spotted...act quickly and move to a place of
safety inside a sturdy structure... Such as a basement or small
interior room.

Northwestern emmons and eastern burleigh counties will expire at 1115
pm cdt...

The line of storms which prompted the warning have weakened below
severe limits. However...gusty winds up to 50 mph and heavy rain are
still possible with these thunderstorms.

harding county until 945 pm mdt...

At 914 pm mdt...national weather service doppler radar indicated a
severe thunderstorm capable of producing quarter size hail...and
damaging winds in excess of 60 mph. This storm was located 6 miles
west of ludlow...or 17 miles north of buffalo...moving southeast at
30 mph.

Locations impacted include...
Buffalo...ludlow and ralph.

Precautionary/preparedness actions...

This storm has a history of producing large hail. Seek shelter now
inside a sturdy structure and stay away from windows.

clay county in northwest minnesota...and northwestern wilkin county
in west central minnesota...and northwestern richland...northeastern
ransom and southeastern cass counties in southeast north dakota until
1100 pm cdt...

At 1028 pm cdt...national weather service doppler radar indicated a
line of severe thunderstorms capable of producing ping pong ball size
hail...and damaging winds in excess of 60 mph. The storms were
located along a line extending from 2 miles southeast of enderlin to
3 miles southwest of wolverton...moving to the northeast at 25 mph.

Severe thunderstorms will be near...
Kindred and leonard around 1045 pm cdt.
Comstock...hickson and davenport around 1055 pm cdt.
Fargo...moorhead and glyndon around 1100 pm cdt.

Thereafter some other locations impacted by severe thunderstorms
include dilworth...mapleton...horace...casselton...sabin and rustad.

For motorists on interstate 29...severe thunderstorms will be
between...mile markers 43 and 70...

For motorists on interstate 94...severe thunderstorms will be between
north dakota mile marker 328 and minnesota mile marker 17...

Remember severe thunderstorms can and occasionally do produce

Grand forks county in northeast north dakota...
Nelson county in northeast north dakota...

* until 1130 pm cdt

* at 1023 pm cdt...national weather service doppler radar indicated a
severe thunderstorm capable of producing damaging winds in excess
of 60 mph. The storm was located 9 miles south of michigan...or 35
miles southeast of devils lake...moving to the east at 40 mph. Also
nickel size hail may accompany the damaging winds.

* the severe thunderstorm will be near...
Petersburg and kloten around 1035 pm cdt.
Niagara around 1045 pm cdt.
Logan center around 1050 pm cdt.
Orr and mccanna around 1100 pm cdt.

Thereafter some other locations impacted by the severe thunderstorm
include larimore...northwood...johnstown...honeyford...mek inock and
holmes.
