Let's say you live in a teeny-tiny town in the Upper Midwest, a place whose population probably peaked long before you were born. Then one day out of the blue, a local crackpot announces he has bought up a number of lots in your community and says he has big plans- plans that will bring your community bad publicity. What do you do?

Umm...respect his constitutional rights and recognize he hasn't broken any laws?

Actually he has; he hasn't complied with sanitation laws in that he is living in a structure without running water or sewer service.

^ The de facto definition of selective enforcement. There are so many laws on the books these days, you can prosecute just about anybody for something. I can guarantee you, however, if the town was being colonized by illegal aliens, for example, nobody would be enforcing strict sanitation laws.

Why can't they just leave this guy alone and let a very small group of people have a tiny postage stamp sized area of living space?

What next? Are you going to go after him because he tore the tag off of his mattress?

To me, that raises the question if having a town by "Aryans" and for "Aryans" is legal. I was actually surprised to learn that a black man lives in Leith. I'm pretty sure that there are many all-white hamlets in the Dakotas, but of course that doesn't mean they are racist.

Regarding selective enforcement, if you read the entire article, you would see this sentence:
"Because of other complaints, Custer District started looking at vacant and nuisance properties in Leith before Cobb announced his plans to take over the community with other white supremacists and run the town's government."

He's not being singled out.

Does anybody on City Data live there? Or close to there? Or is everybody by guessing and by gollying on how this is going to effect the community? From what I understand, there are only 16 residents. So does anybody here have a vested interest?

No, I'm on the other end of the state. Here's a link to the NPR story which ran last week before the rally took place on Sunday:
This Tiny Town Is Trying To Stop Neo-Nazis From Taking Over : Code Switch : NPR

It states that there are 24 residents. If Cobb persists and more of his associates actually do move to Leith (as opposed to the previously-started process of condemnation of buildings being completed), the current residents have the option of dissolving the municipal government:

'Several say their best chance of saving their town may be to legislate it out of existence. They are considering dissolving the town's council and transferring control to the county.
It's a painful choice, says longtime resident Bethany Haberstroh.
"It's sad seeing a town die off, but what's heartbreaking is to see a town struggling with the decision of dissolving its government because an extreme hate group is wanting to take over," she says.'

And I myself wonder why a separate city entity would be needed for only 24 residents; the county can probably absorb whatever local services were still being provided.

BISMARCK, N.D. — Vandals struck Craig Cobb's house and two vehicles parked outside early Sunday morning, targeting white separatists who plan to take over the small town of Leith.

The vandalism occurred at about 1:30 a.m. and is under investigation by the Grant County Sheriff’s Department, Deputy John Foss said.

Cobb, a neo-Nazi [SIC] and hate crimes fugitive from Canada, has attracted strong opposition since he moved to Leith and purchased property to start an all-white enclave. The town has 24 residents.
