Since getting someone on these boards who have been thru or lived in Cando may be tough...I will throw my two cents in as people at my work have travelled there to install weather equipment and our family often take Highway 5 from Rugby to Dunseith before heading to Bottineau (just west of there).
Cando is very rural....just over 1,000 people....outside of a few small shops and gas stations/convenience stores your nearest place for much shopping or eating out would be in Devils Lake. But on the plus side if you like hunting duck or birds it is an excellent area due to numerous pothole lakes and in a prime path for bird migration. Area is heavy into grain farming (wheat/durum)
and very much like a small town. But being a county seat I wouldnt say dying off fast but certainly not growing. I did a check on the city of cando page and there is a fitness club there and some other stores of more local interest that serves the farmers in the area.
I dont know about the jobs there....as not familiar.
Weather....that I am familar with as I work in weather forecasting and forecast for that area. It is in the coldest part of the state (in terms of average temps)....though on anyone day the coldest weather can be elsewhere. Generally during the heart of winter mid Dec to mid Feb Highs 5 to 15 during the day and lows 10 below to 20 below (on average again....can have a week of below zero temps for highs and lows). Snowstorms can bring wind and blowing snow making travel difficult for a day or two as area is fairly open prairie. On average snowfall per year is around 50 inches. But in North Dakota average is made up of extremes....so very rarely is weather "average".
If you want a nice small town, where you are not concerned about being close to restaurants and shopping, and enjoy the wide open prairie Cando would be fine.
