There are all sorts of reasons developers build. One of the main ones is the Janus Market Study, which is based on a LOT of things, census reports being only one of them. If a developer cannot make a profit over a predetermined amount of time, and be able to 'prove' it or justify it to his shareholders with such a study, he will not build.
