Fargo is pretty tolerant, methinks. Local gay groups had pride week and pride flags lined the main artery of downtown Fargo earlier this summer. There was a rally of sorts at Island Park. The unofficial gay bar closed a few months ago, though. My tenant is openly gay as are a couple of my co-workers.
I know Grand Forks had its first gay pride rally, as well.
The rest of the state. No clue.

Bismarck is quite tolerant, I wouldn't go around kissing another guy because a lot of people are fine with it as long as they don't see it. If you tell them you're gay they more than likely won't use it against you, but it's most definitely something you don't want to go advertising.

I live in Jamestown, and for the most part gays are accepted.
As others state, I wouldn't be openly sexual. But people around these parts are actually pretty tolerant as long as you are not offensive.

I lived in Minot and Dickinson and the LGBT communities in both cities are well accepted. However North Dakota is very much a RED state, so small ND towns would be a lot less tolerant to gays and lesbians.

QFT. I might add, that being openly sexual whether gay or straight won't win you many points in North Dakota.
