Fargo and GF downtowns arent anything like large city downtowns. There are not people walking on the streets in every direction, shopping or going to and from work. It just doesn't really happen.
You might get some after hours business, if YOU want to hang out on the streets at 2 am serving drunk college kids. During the day, eh. You might get some people who work in the offices or what few stores there are on that particular block, during lunch hour. But I see that being about it. :S I love the idea! I just don't think GF or even Fargo has the street traffic to support it.
What I do see a lot of, and I see success - is food trailors for events. Small towns ALL over ND have street faires, summer festivals, county fairs and what not EVERY SINGLE WEEKEND. I know a handful of people with these business', they are gone each and every weekend going all over the area they choose to serve. One weekend the are in Langdon for Music Days, then Park River for the 4th of July celebration, Faredail for the Hillclimb, then Mountain for the Deuce of August. Mexican, burgers, brats, nachos - that kind of thing. Something novel could be a big hit

Me and my buddys are in downtown Bismark,and are staving for hot dogs! We can not find a hot dog stand anywhere!

My brother had a teacher in high school who did that during the summers, and cleared more money than he did during 9 months of teaching.

Mattscalf have you thought of maybe trying in the Twin Cities instead on Northdakota? I do not know what kinda rules they have about that kind of thing but it might be something to check into?!
