actually there are quite a few undercover officers frrom other states at these places watching for huge buys and out of state plates... nyc had quite a few big busts as big buyers were tailed and nabbed on the other side of the gw bridge once they got in nyc.

Further proof that it is a ridiculous PA law to sell to out of state residents only.

Sounds like someone said "nah, fireworks are illegal, so we can't sell them... WAIT A MINUTE- lets sell them to out of staters only. This way, we can collect tax and still make money off them, even though they're illegal in OUR state! It's not our problem what other states will do about it."

Fireworks are legal to use in the city of Scranton , as long as they dont launch {rockets} or explode{firecrackers m-80's etc} fountains, cones etc. are all ok within the limits...

You can purchase Class C fireworks, you need a signed one time use permit:

PA Class C & Class B Permits

Class is considered "consumer" fireworks, firecrackers and bottle rockets would be common Class C however the cakes that can be purchased are quite large and more than any average person should be dealing with. If you were ever to Kirby Park when Donnora was doing them all those boxes that are about 2 foot square you saw lined up really close to the crowd were Class C.

Anything larger than Class C would start with 1/4 stick aerial bombs.

FYI next time you need fireworks that's the place to go even if you're looking for sparklers. They sell wholesale, me and my brother were getting quantities of sparklers in the thousands for a few bucks. The markup on the stands on the sides of the road compared to them is probably in the 1000's of percent. You might get bag full of stuff from the stand for $300 but you'll get a shopping cart full there.
