It may be a township or city code for certain areas in PA. But i do not believe it is PA building code for the entire state. Just a year ago we were looking at new build houses and none had a radon vent.

Here are a few links a found with a little info, I'm at work at the moment so i can't dig too deep.

WPB Lehigh Valley Pennsylvania Radon Mitigation services providing radon remediation services for 20 years. Providing PA radon mitigation installations specialists, Allentown radon, Bethlehem radon, Easton radon remediation using radon pipe by Bill B

The International Residential Code (IRC), which replaces the BOCCA code, includes Radon Resistant New Construction recommendations in Appendix F. It is up to each township in Pennsylvania to decide if they will require these recommendations for all new home construction
Here is appendix F: http://wpb-radon.com/pdf/IRC%20Appendix%20F.pdf

Looks like the absolute best bet is to call your townships building official and ask if your township requires radon venting. If they don't, perhaps you can go to a council meeting and recommend all new construction follow the recommendations of appendix F of the IRC pertaining to radon venting...

I know the 2 companies i worked for would install a 3" radon vent pipe from basement to roof top for the houses in Pennsylvania. I might be a little fuzzy on the state code part though, but i can't imagine them spending the time and money to install one if it wasn't required.

...i guess this helps to explain why so many friends and family i have in Pa have suffered from cancer....
