There's been a lot of talk about carry permits and the law lately. Very simply put, one does not need any sort of licence or permit to own a gun, provided you pass the initial background check. You are free to carry the weapon on your person but it must be in plain view and not concealed. It CAN be transported, provided the weapon is in an area of the vehicle not accessible to the driver (trunk, for instance) and that the weapon is unloaded. In past practice I have kept the case locked and even the magazine out of the weapon, but I cannot recall if this was just an extra precaution I took on voluntarily or if it was suggested as procedure to transport without a carry permit.
It is not illegal to display a weapon on one's person, although in this part of the country it is unusual to see such things, and in some cases for those without a carry permit, the ONLY way to properly have the weapon on one's person without violating the law.
I find it funny how people are so outraged over the recent events concering carry laws. True, it may be the only gun they have seen when out in public, but do you know how many concealed carry permits are in Lackawanna county alone? I can probably guarantee that any place you have been, someone has had a handgun on their person. Just beacuse you don't see it doesn't mean it's not there. And those of you who have carried handguns can probably spot those who do; there are only so many types of concealment holsters out there, and you can tell who's packin' if you know where to look.

good info, and true. I carry a kel-tec P3-AT. Its small enough to disapear in the palm of your hand. Never in my life have i needed a gun for self defense, and i hope i never do. But i would rather be prepared than dead.
Here is a pic of mine, next to my VW keys and laying on a dollar bill.

Nine times of of ten, I'd say those who carry and actually have to use their weapon are acting in the defense of someone else. It's not just what may endanger you, it's what's happening around you and to others.

I haven't been shooting for many years, but I remember a place called The Firing Line in Whitehall, PA which used to rent various pistols for use on their range.

Open carry in NEPA is asking for trouble. Although its 100% legal you will get hassled by LEO's. Not worth the trouble. Keep it hidden. I lived in Scranton for 5 years and most of the PD didnt know the open carry law.

Its not just LEGAL, its a RIGHT. The LEO's need to be educated in the proper laws of our state before residents should check their rights. Regardless of wherever you live you should never feel like you should not be able to exercise your rights.

I think the reason that most people are finding the recent turn of events as a shock, is because most people who do carry would prefer to keep their weapon concealed. So while it is a right to carry without a permit and unconcealed, one would have to wonder why a person would choose to do so.

it would not make much sense carrying open... remember bad guys watch you, you dont watch them. they will make sure they get you in a position where you cant go for your weapon and they may even target you so as to get your gun. the whole point of concealed carry is the element of surprise since action time is shorter then reaction time it makes most sense to try to surprise the bad guy
