there is a gun range in the poconos call sunset hill gun range,there you can rent any gun you want and shoot all day long,(SUNSET HILL),CHECK ON THAT ONE MY FRIEND...

Thanks for all the range info! I will have to check some of these out. I get one of my HK USPs back from being hard chromed this week and I will need to "test it out"

As far as open carry laws, I think that is a losing battle in PA, but like anything else, if you dont use it, you are certain to lose it and while I dont have the desire to open carry, I certainly support those who do. I feel that due to recent events in PA by those who have chosen to open carry, communities will eventually pressure private establishments to ban OC on their premises; this has been done in response so far in several open carry rallies. This is the legal way to snuff out open carry without time consuming legislation, but hopefully Im wrong and this wont be the case.

As far as transportation with firearms and ammo, it all depends if its intrastate or interstate, if you are carrying a long gun or handgun, and where you are going. For instance technically in PA you must have your firearm unloaded and locked in a case if you are just traveling with it in a vehicle, but if you are going to or from target shooting it does not have to be locked up, however you may still encounter resistance from a traffic officer over the latter.

Interstate transport on the other hand is covered under U.S.C 18, Part 1, Chap. 44, Sec. 926A: Interstate Transportation of Firearms. http://www.law.cornell.edu/uscode/18/usc_sec_18_00000926---A000-.html

It basically states that if you are legally allowed to transport a firearm in the state where transportation begins and you are also allowed to do the same where the trip ends, then regardless of laws in the states that you pass through, you are allowed to transport the firearm through those states. HOWEVER, several states such as NJ and NY violate these laws often and also place additional restrictions on travelers (the NRA is currently in a legal battle with the port authority over this).

At any rate, the reason I say this, is twofold:
1. If traveling through NJ or NYC lock your firearm in a separate case then your ammo is locked and place them in the trunk if you have one (NJ state law), if you have these items locked in separate cases and you are stopped by the police while traveling through the state you should be ok providing you can prove you are indeed traveling through NJ and not to NJ, although if you are traveling to NJ to target shoot, you will also be ok. Philadelphia police officers have been arrested in NJ for failing to observe these laws prior to HR 218, so be assured that NJ police do enforce this law.

2. Police are not lawyers! Often they just do not know the laws that they deal with less often such as open carry, or transportation of firearms, etc. This almost requires you to have a law degree to understand your rights. If you feel that you are in the right and the police officer is in the wrong, do not be afraid request a supervisor during the incident or to file a grievance afterwards. Generally (but not always) if you are non-combative, calm, and seem sure of your rights, the officer will attempt to contact the right people to find out the true letter of the law whether it means contacting a supervisor or even the on call DA.
