Terrorists are those who have committed, enabled, or conspired to commit terrorist acts. Generally, you need some sort of evidence to support these accusations. Terror
suspects on the other hand are those merely suspected of committing those crimes. By definition, some may be innocent. Some may be guilty.
(2) How do you know that?
