absolutely no bribes. bad guy harley already gave you good advice. why would water drain down in the dead of freezing winter. when buying and testing land use that naugen. so many paid officials. and bad inspectors. hate them and they never act as good inspectors. such as the inspectors best frame of mind woudl be instead of being a stick in the mud. hey you can do this to meet my standards or that. thats how we want inspectors acting. not oh you failed consult your books and pay me a bunch of money. thats the stupid way. i know their boss and only deal with their sup. and when we meet now they are very careful on how they answer me. because they know there is a possibility of being removed. so get the know the supervisor inspector. because inspectors make mistakes. and if they get in a pissy mood they can lock up your project for almost indefinitely. and thats not what we want trigger happy inspectors. not anywhere or anytime and we dont want them thinking they can push owners around at all. its hard but sometimes you have to be willing to go to court and sue their backsides off for money and a variance.

There could be a number of options depending on whether this is retrofit or new construction, stream available for discharge, etc. We'd really need to know a lot more about the situation before we could give some better lines of reasoning and even then there may be site specific problems beyond even this.

So there may be options, but perhaps not good or cheap ones.
