does someone know what the distance a "fence" (and I use that term loosely) must be from the street (or in this case, alley)? I've looked online, can't find a thing. This info must be somewhere for taxpayers to access! Also, what can I do about a nuisance neighbor? He does things that are not making me crazy--besides building this "fence" out of logs, upright pieces of stones, stuffed animals, anything else he can find--he makes pig noises (suuuuu-eeee!) when we come out of the house, he blows a trumpet at odd hours of the night day (but between 7 a.m. and 11 p.m.), he'd taken to calling my daughter's name and then one day (during a garage sale) saying: ______ do you want to be my friend? (repeatedly)...that time, I called the police who gave him a verbal warning, but now he's stopped being overt and just aims lots of disgusting noise and nonspecific remarks towards our area. Also, we've been finding rusty nails and screws in our driveway, right behind our cars--pointed at our tires--I know he's doing it but can't prove it. Can I get this guy to stop harassing us, even if it's not a specific (threat, insult using our names, etc) harassment, just generally making our lives miserable?

I would go to City Hall to the zoning dept. and they would be able to help you out.
