Hello there, IAMONLYGIRL!

Scranton doesn't really have a very dense concentration of African-Americans. Wilkes-Barre and Williamsport both have larger populations of African-Americans, albeit Wilkes-Barre is much nearer to Scranton of course. Wilkes-Barre is also home to the local chapter of the NAACP, and the president, Ron Felton, is a former family friend of ours and a very nice man (I say "former" merely because we've drifted apart from when my father and him used to work together at Prudential Financial). I'd opt for Wilkes-Barre over Scranton if being near to a higher concentration of African-Americans is important to you.
