Public Safety director is a position that shouldn't exist in the first place, especially in a distressed city. Its redundant, since we already have police and fire chiefs.

The position was removed by Connors under recommendation from PEL. Doherty reinstated the position, plus a secretary, plus an assistant director, plus another secretary.
