its hard to answere because nepa being what it is ,which is basically smalll towns they are all lacking in many respects... i dont think i could even guess at any because truthfully you really have to live there a while to know..
maybe if you narrowed your question down to a particular point, like schools or shopping or medical care or things to do you may get some informed replys but i think the question is to general.

1. Scranton- Nice downtown and lots of historic buildings.
2. Wilkes Barre- Nice downtown and lots of historic buildings
3. Jim Thorpe- lots of historic buildings, small town feel, lots of nature activities
4. Clark Summit- scenic
5. Towanda- Very scenic area, historic areas on the fringe of town (e.g. French Azilum)

Good picks, but I would've replaced Clarks Summit with Havey's Lake for sure. I do like all your other picks though.
