Your answer confuses me? Yes all of Scranton and Wilkes-Barre...the built up areas only...not country or whole county or suburbs; unless their density is 2,500 people in every square mile of land.

I guess I'm a little surprised. That's nearly 400k people, and the area just doesn't seem that large.
