3 guys in mountain top has really good wings. I'm not saying they're the best in PA but I think they are very good.

Agreed. But it was one of the places i tried when i was in college up there. That place was my favorite, followed by Kellys (only because of sentimental value), and the Windsor. Man i miss NEPA...
