There is a small play-in-the-fountain area in Ballston, on Wilson Blvd between N Randolph and N Quincy. (Just in case you are driving around and are looking for a short (and low cost) break.)

My kids LOOOOOVED the National Museum of Natural History (free), my daughter was 4 when we first took her and she could not stop talking about it, our next trip were taking them to Science Museum...

One other place to visit is Glen Echo. While your child may be too young for many of the activities, the carousel does have a sled, so you can sit with them and enjoy the ride. It's a great carousel, too, and definitely a great introduction to the city. There's also a small playground near the carousel that they might enjoy for a bit, and there are other areas to explore, both from the old amusement park days and modern things like the puppet theatre, etc.
