That's a good question. I've noticed several out-of-state schools opening up shop here in NOVA. I don't remember the names offhand but CMU stood out because of the geography.

Out of curiosity, I looked here: CMU Off-Campus Programs - Central Michigan University, Mount Pleasant, Michigan . Their undergrad rates are in the mid $300's per credit which isn't bad at all, especially if there is an even more inexpensive in-state rate.

Acutally I attend Park University, based in Missouri, which has campuses at Ft. Myer and Quantico and my tuition is around $220 per hour since my home of record is Ft. Myer. That swung me towards there against U of Louisville which ran $375 in-state (which I would be eligible for by BRAC.)

You would find most of these colleges on military bases.

I went to a meeting at the University of Phoenix in Reston and was amazed at how big the place was and how many classes were going on that night. And, now that I think about it, when I walked down the hall and peeked in the windows it looked like most of the students were in their young 20s.

CMU has had off-campus programs on many military bases for a very long time. I am not sure if they have them overseas though. I have several friends/colleagues who earned bachelors and masters degrees while being in active-duty service. Worked real well for them. Since CMU already has this model in place I would think that it's easier for them to establish off-campus programs in non-military locations.
