Its actually where my nickname comes from - I work for a Water Company in the UK.
To clarify I would live near a water treatment plant (treating water to drink) but not a sewage treatment plant (treating waste for discharge).
First one doesnt smell, second most definitely does!

water reclamation plant
what about living in a home near a water reclamation plant - water reclaimed for sprinkling, not drinking. I was reading they use chlorine, bromine and other chemicals to "clean" the water. There are no open vats.
