McDonnell wants to raise $1.1 billion by issuing a type of bonds called GARVEE bonds that are paid by the federal government to help fund pre-approved transportation projects. Apparently the bonds give the state cash for transportation sooner rather than later. Usually states are reimbursed for the federal portion after completion. Instead, GARVEE bonds make the federal funding available at the outset of a project.

This seems like a good thing to me, yet I hear many people are nervous about using GARVEE bonds. I admit that I don't know much about them and don't know what the problem with them is. Anyone out there know more about this?

What are the risks with the GARVEE funds? And, what do you think of the road building plan in general?
