How far south does Northern Virginia go, before having to ask questions on the Richmond board about places to live north of Richmond towards the Fredericksburg/Stafford area

You're definitely on the right track. Fredericksburg/Spotsylvania County is where NOVA and the Richmond metros start to converge.

I would go as far to say Carloine county south is Richmond

I live in Spotsy and it has become apparent that it is sort of a "no man's land" between Richmond and NoVa. DC TV stations often don't give Spotsy weather or school closings and I don't get Richmond stations.
I love it here anyway.
