Seriously, though, I think the folks in Richmond and Hampton Roads, for better or worse, think of NoVa as a distinct part of the state, so we might as well do so, too. You could rename Jefferson Davis Highway up here if people felt strongly enough about it, and the dead Generals would still stand tall on Monument Avenue.
