There, this thread is back to being somewhat related to NoVA
If they were working with non-expiring funds they could stay open. During the 1995 shutdown, my mother's office (also DoC) had multi-year funding so her office stayed open.

They are only illegal if they work with expiring, one-year funding. That funding expired on April 8th and, even if they had not spent it all, the funds are expired and non-usable.
