I'm glad you pointed this out. That's exactly why this language is in the job description--they probably have the data to show that these things really are necessary to do the job, which they need to justify excluding people who may have a lot of other abilities, but can't handle some of the basic requirements.
Even people with arthritis, who may not be considered disabled for many other jobs or for other activities, may not be able to do it, or would be very unhappy in the job. They don't want to waste time applying and would prefer to self-select out, so that language is helpful.
