I'm a new homeowner so property taxes are a new thing to me. How are property taxes calculated? On my mortgage statement, it is listed as "city tax"... is that the same as property tax? How is this "city tax" calculated?

According to my city's government website, property tax for real estate is $1.24 per $100, and for personal property it's $4.71 per $100. I assume my home falls under the property tax for real estate. Is it $1.24 per $100 from the sale price... or assessed value...? Either way, the "city tax" I owe is lower than my calculations.

It's based on assessed value, and they (city or county) do the assessing every year. Assessments are usually released at around the same time for everyone. Your local governing body will also vote on the tax rate for real estate every year (usually).

At least in Arlington, "personal property" is the tax on your car, versus the real-estate tax. Also, the state has a relief program for car taxes, which your city/county should let you know about. You don't have to apply. (In Arlington, it's factored into the tax they bill you for--which in my case is zero, as my car is worth less than $3K.)
