Hi, if I need to drive from the District to Woodbridge during these hours (I should have said 3:30-6 PM), do I have to have more than one person in the car to drive on ANY lane on 395 (as is the case on 66)? Or does this apply ONLY to people who want to use the center HOV lanes?

Sorry for what may be a dumb question, but I almost never am on 395 at these times, and wasn't sure from the online material what the rules were, so wanted to get confirmation from the experts here!

It only applies to the HOV lanes.

For I-395 South HOV, you must have three or more persons in the car between 3:30 and 6:00. For the regular lanes that run parallel, single riders are fine.

Correct, its not like 66, there is a whole separate HOV I-95 as well as the regular (everyone can drive) lanes of 95.
