I have a problem when getting ready for work. I live in an high-rise complex and my shower either has water that is way too cold to shower or hot enough to burn my skin. There is no way to get somewhere in the middle which would be comfortable. My roommate says he has talked about this issue with the building staff and it has to do with the time of day I shower but it is the same problem at any time. I can't take it anymore.

I need to get a code from either Arlington County or the Commonwealth of Virginia that I can cite when making a complaint to my landlord. I can't find the right one with a google search. Can ya'll help?

Hot water must be at least 110 degrees and they can be held accountable for not providing sufficient hot and cold water according to this guide: http://www.arlingtonva.us/Department...l_handbook.pdf

My question is do you have an individual water heater in your unit or is it by floor? Usually, they are all set on the safety setting so that they aren't scolding. I would keep track of the times when you have the cold and super hot water to assist them a bit more. You certainly have a leg to stand on with this complaint, but you really have some documenting to do before you can truly threaten them. You have no way of verifying that your roommate actually complained because it sounds like it wasn't in writing. At this point, you need to build a case. Good Luck!
