I sympathize with the OP. Sure, the railroad has been there a long time, but according to the OP, it's only in the last few nights that trains have been going through and blowing their horns repeatedly at all hours.

If the bypass around Washington DC is ever built for freight trains, then perhaps you won't have to worry as much.

Most Railway Employees hate blowing the horn , its just one of those things the FRA hasn't done away with....same with train weight , track sharing rules , Track curves regulations...its the reason why the New Amtrak Northeastern upgrade will cost 151 Billion , if this were Europe or Asia it would have be 70 billion and its the reason why Private hasn't touched rail outside of Freight its too expensive. New England and parts of the Midwest have been successful at banning horns in thier states , the south is slow at it...cali and and the Front range should have quiet zones by 2020....in Built up areas like Canada and most of the World.

I don't understand the reluctance to become designated a quiet zone. Alexandria City meets all of the requirements already, it would just be paperwork at this point..
