Your biggest obstacle is that most places, once closed for the day, make it a crime of trespassing to be there. Schools, parks and such. You might try going into DC and try anywhere there near and around the Washington Monument. I might be mistaken but I don't believe this place closes after dark per law.

Sky lanterns are free flight (not tethered), right?

Flame-enhanced autonomous (er...wind directed) flying objects probably are cool for ocean areas or, say, deserts. Not sure many places would approve them.

In other news, I went to a Traditional Thang in Taiwan once where a whole bunch of politicians (DPP) were present. The lanterns were lit, hundreds were launched by the people and the politicians, and within moments one came flaming back to the ground (*). The folks I was with noted that it was that of one of the main politicians there...with words to the effect "There goes his political career - very bad luck".

(*) Having seen that flaming descent is why I posted the initial paragraphs - I doubt folks want flaming debris raining on their houses/whatever. Google Search results are not encouraging: Launch Sky Lanterns Where? . In particular note the list of states here: No Can Do - if the link breaks it's about the third hit of the aforementioned Google Search.

I wouldn't try it down by the Washington Monument. That's National Park Service property, and I have an idea they'd consider sky lanterns a firework, or at least the equivalent of a balloon. It's illegal to release balloons on NPS property.

Before you release them anywhere, check the local fire codes for the area. Some places consider them a type of firework and some places don't.
