Any suggestions or experience where is a good place to go for both inspections?

THE TITLE SHOULD SAY "car" NOT "ca".

We always go to Ashburn Service and Tire Center- they're in the Ashburn Village Giant parking lot. They have never told us we were required to repair unnecessary things (I have heard horror stories about other places)...

Chandler and Sons in Herndon was the only place that didn't try to swindle me (I went to several Herndon area shops). They are farther than Ashburn, sometimes take their time, charge a bit, and are a bunch of "dudes", but they're work seems straightforward and honest. They'll let you look at your car on the lift etc.

EDIT: I'm also a mechanical engineer who usually does work on my car; no space here in NoVA though.

Thanks! That's where we went and they were very honest.
