I have a townhouse in Ashburn with 3 bedroom, 2.5 bath. Total sqft is 1640, 3 levels. Have a potenial tenant who has 4 kids, plus parents total 6 peopel will stay in the townhouse. Is this OK for Loudound county max occupancy rules? Thanks for your inputs.

Here is the occupancy brochure for Loudoun county. It really depends on the size of the individual spaces.

If the townhouses near me are any indication you can easily have 10-15 people living in 1 unit.

I would certainly hope so, especially if they're all related. We had four kids in our family growing up. I'd hate to think we were breaking any occupancy laws.

of course that is enough room 2 kids to a room in fine, kids can def. share a bedroom.

And 4 kids can share a room, also, as long as the room is at least 200 SF (according to Loudoun). So, you could throw four kids in the master bedroom, and mom and dad in another bedroom, and grandma and grandpa in the third bedroom.
