I know Woodburn qualifies for that first time home buy program which qualifies some people/properties for special rates. KWW would know more about that.

Sec8 doesn't bother me. Some of my worst neighbors are $$$ entitled dc'ers. The Fairfax Hospital doctor neighbor and his evil dog come to mind.

It just seems to me that Sec 8 people have it in there best interest for property values to go down; not up, and it is really obvious that the last thing they want to do is lose their subsidy (ie; getting a job). But, as someone, who has owned five different condos....going with a poured floor, instead of a "tree-house" floor makes a tremendous amount of difference on the noise. The worst form of condo noise seems to be (and most would agree), the foot stomping from above...so the poured floors will eliminate almost all of that. Concrete walls would be number 2 on the list. About 4 floors is the most I've seen with all wood framing, although I have owned a place and seen other 2 story condo buildings with poured floors, however, the side walls were simply drywall and studs, along with some firewalls.
