Angry Car inspection (tinted windows)

Hi,
Windows of my car were tinted (with legal percentage) in Florida. My car did not pass safety inspection test, because my rear window is fully tinted, and hence, the rear stop signal is "blocked" by tinting film. The inspector said that there should be " a window" (in tinting film) for rear stop signal. Is it true?

Yes, both of my cars have after-market tint (VA legal) and the third brake lights are both "unblocked".

He is correct. Also, tint on the side windows can be 50% and rear 35%.
