Reston may not be a thriving bastion of nightlife for yuppies or folks their 20s , but it will get the job done as far as weeknight happy hours and other types of weeknight outings are concerned.
You can always head into Arlington or DC over the weekend. The key is to get involved in the DC area by joining social and other interest groups via Meetup based on your own hobbies/interests. If you are an easy going, sociable person, you should be just fine in getting to know people.
I repeat, DO NOT live inside the Beltway if your job is in Leesburg!!! You will be miserable.
I must add: Jackson's Lucky Lounge in Reston Town Center attracts a pretty good crowd, good looking women and is a great spot for hooking up with cougars.

Pretty much this. Save $$$ for beer and weekend outings and live closer to work. Make a friend who lives/works inside the Beltway so you have a place to crash, ply her/him well with free food and drinks as a way of saying thanks.
Hell even Leesburg itself is okay if you are a 3-5 on a party animal scale. If you can get a place in the Village at Leesburg or near to downtown it could be fun. Hell, LA Guns are playing the Tally Ho on Thursday.
If you're a 9 or 10 you may as well turn down the job or accept you'll have a long commute from Clarendon.
