I second the Ashland recommendation. They can easily get down to Richmond (15-25 minutes, depending on area) for specialty shopping, dining or outings, but they're about 30-35 minutes from Fredericksburg, and out of the mess that is I-95 north of Fredericksburg. Plus they can easily drive up Rt. 1 if they want to avoid I-95. It's a beautiful little town, has a college so there are coffee shops and restaurants, and events on campus, and it's pretty walkable, if they're right in town. It's closer than Orange and Culpeper, and probably a little bigger, if not about the same size. I mapped Fredericksburg, and don't see any other options that might meet their needs without being really close to DC/NoVA, and in that awful traffic. If Fredericksburg is too busy for them, I wouldn't recommend going any closer to DC.

+1 to Ashland as a graduate of Randolph-Macon College

Caroline County has Bowling Green and Port Royal but those are MUCH smaller than Ashland.

There's also Colonial Beach, Gordonsville, Louisa, and Mineral. Of those four I'd pick Colonial Beach -- you can ride golf carts to get around in town.
