You should attend the driving improvement course, bring your clean driving record together with the certificate of attending the course to the court. There is a chance for the judge to reduce the charge to Improper driving but it really depends on the judge you will see on that day. But you need to appear in the court......

Sorry about the barrage of questions but:

I have an out-of-state driver's license but the car I was driving had VA license plates. I was driving a friend's car at the time and her car has VA plates. Will those enhancement fines apply to me because the car I was driving had VA plates or will they not apply because I have an out-of-state license?

The car doesn't matter, it's your license that matters (unless you were cited for registration, inspection, tint etc.). The enhanced fines won't apply.
