The tolls are a burden living along the toll road, especially if you have to use it daily. It's about $7 round trip per day right now. I would choose Arlington so that you both don't have to pay that - and it's more fun than Herndon for young people.

I really don't know why you would move from Fairfax to Herndon. Fairfax is a central location for you both to get to school and you don't have to pay $7 a day to commute (or $12 round trip on the Silver Line).

Unless you can afford a 1 BR for $1900 a month, paying for parking at a more affordable Arlington apartment complex won't cost a lot.

I am biased toward Crystal City and Rosslyn. I think those areas have so much to offer and are on the Metro. I know you say you have stated that you have looked at other areas but Shirlington and Columbia Pike closer in also seem like nice places. Anything on Columbia Pike will be metro accessible with numerous buses running to and from the Pentagon station.

My vote is for Cystal City/Rosslyn/Arlington. I think you'll find so much more to do in those areas on the weekend, and there will be more people in your age bracket.

You should look around Columbia Pike, if you want to go to Arlington. You will find the best apartment deals there because it's not super close to Metro but about 10 buses service Columbia Pike (to/from Shirlington, Ballston, Clarendon, Pentagon, Pentagon City, etc)
