Not quite NoVa, but Charlottesville has a great pedestrian mall that hosts a huge event every Friday with music, food, alcohol, arts & crafts, etc called "Fridays After Five". They bricked over the old main street and made it a pretty cool place back in the 70s. About 120 miles from DC proper.

Glen Carlyn Park is a 96 acre park in Arlington, it's absolutely beautiful! Old Town Alexandria has good people watching.

We spent the day down in Occoquan last weekend. Now that's a good place for people watching. You can sit on a bench at the marina behind the shops and watch all sorts of little dramas unfold. Also Fountainhead Park.

I can't understand why some people gravitate and actually like being around large massive crowds of complete strangers. I would rather prefer being in a more intimate setting alone or with good friends and familiy, but than again that's just me, I 'm not a lemming.

Since moving to Winchester, the pedestrian walking mall in the downtown Historic District is great for people-watching. Such a mix of people too.

Inside Spaces: Border's Books in Sterling. Many different people. I saw a couple fights nearly break out and someone get yelled at because he took off his shoes and sat on one of the lounge chairs in his socks.

As Elle suggested in another thread, I think the splashing fountains in Fairfax would be a great place for people watching, especially on a day like today. Aren't there a few restaurants with outdoor seating there? That'd be where I'd hang out.
