During the workday I frequently see military helicopters flying north or south roughly in line with 395. Often in groups of three. I suspect what you hear at night are also military flights. Local jurisdictions won't be able to affect this. And it has nothing to do with Mark Center as it has no helipad. The Pentagon is the destination/departure.

As someone whose work number was the one listed in the Pentagon Directory (if you called the operator) as head of Army Research, I guarantee that calling the Pentagon would amount to nothing. These flight times are negotiated at a very high level and there won't be much you will be able to do as defense of the nation will trump (not sure if this is a pun or not ) your sleep.

And you would not believe the calls I got...from aliens (space kind) in their backyard, to weapons they are creating to destroy ISIS, being spied on by various means - ceiling fans, bugs (the real kind) etc. Most I politely told them we are looking into/aware of it, some I report (which was difficult and I'm sure never followed up on), some I gave them the number of various co-workers who may have annoyed me.

As I now live in an area where I'm surrounded by military aircraft (F-35 is the loudest thing on the planet!) and live very, very close to a military bombing range, I love it all, even the fact that none of my pictures hang straight.

My advice...get a sound machine.

I have the one from Brookstone! The Brown Noise setting works best.

You're stuck with the noise, try a noise machine or you'll need to find another place to live.

I have an app on my phone for travel (use an air purifier at home) and I agree that the Brown noise setting is the best.
