I may be selected for a federal government position overseas with the Dept of the Army. I am currently employed by a non-DoD organization (Dept of Homeland Security). Does anyone know if I would receive return rights back to my non-DoD position after my overseas tour is complete? I know that return rights are automatic when transferring from stateside DoD organization to overseas DoD organization but I don't know how it works when it is cross-agency. I have posed this question to my servicing HR department but I'm curious to see if anyone on these forums has any experience with this. Thank you.

The answer seems to be "It depends." DOD civilians are covered under 10 USC 1586. NonDOD employees are not eligible for Re-employment rights under 10 USC 1586. I've been federal for a while so I wanted to share something that's come up in the last couple of years. One of my coworkers was working as an Army Civilian in Germany. He stayed as long as he could and there came a time when they had to pull the plug on him. There was a position open where I am now and they said "here ya go" and they shipped him and his family to New England to work for the DoN. Both DoD, yes, but not considered the same agency. So, from what happened there, they'll place you in a position somewhere. At that point you take it and like it or take it and start applying elsewhere. I'm 99% sure they're not going to put you on the street. *exciting!!* (be safe and follow all the rules!)

Sounds like a preferred placement program. Those guys look for matching positions within the DoD, not just one's past Service and once you are offered something they think you qualify for and you decline, then you are out of the program.
