I had good luck with Dominion Surveyors. You can have them place markers and give you a drawing of the boundary for several hundred dollars. For a few hundred more, they will draw your house as well.

I don't know about Fairfax, but Arlington required a zoning permit but not a construction permit for fences. I paid the installers a small amount more to obtain the permit. You may also be able to stand in line at the county office if you prefer to do it yourself.

This isn't that hard. Just google "land surveyor" "fairfax county" and start calling. What you want is a "staked boundary survey." Quotes can vary markedly. Since you have previous surveys, there probably are already pins or metal stakes at the property corners.

My fence company got the permit, downloaded a copy of the survey from the county, and went out and found the metal stakes. I think it was rebar in the ground. He suggested we go about 4 inches inside our property line, so it was definitely on our property, but not so much that the people on the other side would notice or have to maintain (mow etc) or be able to really plant anything and claim it as their property. The problem with very old lots is that sometimes the original owners agreed to something that wasn't actually proper ("sure use that bit of land for your garden....") and then they move on, and it is assumed that the land belongs to the other house, because it has just always been used by them.
