Excuse my ignorance, I'm putting together a report about the Northern Virginia area. I can't find anything online about Fort Belvoir being a city or located in Alexandria, VA.

When I google the zip code, 22060, I noticed that it only references the base. And I know that homes near the base in the same zip code are for sale to civilians.

No, it's not an incorporated city. Just the base. Homes around it could have an Alexandria, Newington, or Kingstowne address.

Ft Belvoir is a base. It is also a "census designated place" (IE a named place, for statistical purposes, but not a local govt of any kind) I think the Ft Belvoir CDP has the same boundaries as the base, but I am not certain.

Cities in Virginia are independent of Counties. Alexandria and Falls Church are cities, but there are no cities in Fairfax county (though the independent City of Fairfax is entirely surrounded by Fairfax County)

Ft Belvoir is located IN Fairfax County.

There ARE towns within counties. Within Fairfax County towns include Herndon and Vienna. But most of Fairfax County is NOT within a town.

There is also a large part of Fairfax County adjacent to the City of Alexandria, that has an Alexandria mailing address, but is NOT part of Alexandria, or any other local govt except Fairfax County. Some people call that Alexandria, but some people (esp people who live in the City of Alexandria) do not.

As a military brat, military bases have their own zip code for mailing purposes. They are typically considered a part of one city or county that borders it. Ft. Belvoir is considered a part of Fairfax County. Langley AFB in southern VA is considered a part of the independent and bordering city of Hampton. But as far as policing and stuff the base is considered its own entity.

It has its own post office and zip code. And people live there. But a city? Nah. Most people who work there live in Springfield or Lorton. Or Alexandria.

As a military base, and like most bases, it is considered federal property and everything on it falls under federal jurisdiction. There are a few bases that is not true of but does apply to most of the East coast bases.
