i think with nova...it feels more rush hour then non. volume will start at 5 on a completely clear and good day, and maybe settles at 10ish. Then i have left ft belvoir to go back to manassas sometimes at 2 and i still get it. Now include a drizzle or anything above that...its red lights and brakes for the majority of the time. It really is trully stressful. I got 18 miles and it takes every bit of an hour no matter which way i go, or what time it is. Now given you do have like your 8pm on is GENERALLY okay. unless around holidays and then nothing is okay. But its pretty hectic. even on weekends your find pointless back ups.

When trying to avoid it I'd leave Fredericksburg around 9:30a or 10:00a and would have no problem. In the evening going out of DC, I'd aim for 7:30 or 8. You still might hit some traffic, but nowhere near what is going on around 5pm.

On holidays or Friday nights, however, forget trying to avoid it.

I've found traffic to be worse as you get further away from DC. In Alexandria my friends told me that rush hour lasts about 30 minutes for them, and then it's over. Whereas my other friend in Vienna complains that she can't go to the grocery store before 7:30, or it'll take her 45 minutes to get there. And I have fond memories of rt. 3 in F'burg around 6:00 or rt. 1 in Woodbridge.
