The sand from the trail is completely washed away and all that is left are just rocks. It is very difficult to ride bicycle (there are many bicycle commuters on that section), run or walk the dog. There are also huge holes that can hurt a child learing to ride a bike on the trail.
Who should I call so that this can be fixed ?
Thanks

I'd call the Govt. Center and ask for the parks service. BTW, there are quite a few trails that were damaged by Hanna, so you might have to get on a list. There are a lot of trails in NOVA, which is a good thing until a major storm blows through and suddenly all those trails need repairs.
We were hiking around Heron Lake yesterday (the trail behind the Riverbend neighborhood next to Algonkian Park). A very large segment of the loop eroded and fell into the river. Right now they simply have the trail closed with yellow emergency tape. The closed section is the entire length of the loop along Sugarland Run.
