Inside the Beltway, I-66 Westbound is HOV only 4:00pm-6:30pm.

A) So, does this mean, after 4:00pm, no car with only 1 passenger is allowed on the road, so you have to exit immediately before being pulled over?

OR

B) Does this mean, if you made it onto I-66 before 4:00pm…say 3:50pm, starting in DC, can you finish driving onto I-66 even past 4:00pm?

I see cops monitoring the on-ramps throughout I-66 West after 4:00pm when I’m on the Metro to stop anyone from coming onto I-66 with only 1 passenger (more like ticketing). But it makes me wonder what happens of you’re already on I-66 and it’s past 4:00pm?

It doesn't matter what time you get on the HOV lanes - if you're on that road during HOV hours, you must have the minimum number of people in your car.

VDOT has some FAQ's here.

They monitor the off-ramps, so yes, you must have 2 people in your car if you get off the road between 4PM and 6:30PM as well.

You can't even do this.

Lately the police have been stopping traffic in the middle of 66. They set up cops on either side of the highway, and peer into cars as they slow down to pass. They always have at least a dozen cars pulled over. It causes major backups, and is the most ridiculous thing I've ever seen. I mean, seriously - who's bright idea was it to stop traffic on a major highway during rush hour??!

The other day they did this in between the last exit off 66 and where it joins up to the non-HOV part. It caused back-ups of at least 2 miles.

I guess they must be desperate for some revenue.

They will stop me if I am alone in the car and head over to Dulles Access Road?

You are allowed to use HOV if you are heading into IAD.

Did they change this?

I don't know about that. But I get on 66 at Arlington, and we've seen them in between there and Sycamore St a couple of times. I guess maybe if you explain your situation, they might let you go. But they definitely pull over cars with 1 person in them before they get to the Dulles exit.

You are correct - you can use I-66 during HOV as a single occupant if you're going to conduct business at Dulles Airport. If you do get pulled over by police, you just say that you are going to the Airport and they cannot issue you a ticket. That is as long as you use the Dulles Access Road and not the Toll Road.

I know someone who lives in Ashburn who gets on HOV as a single occupant all the time, but he stops at the Exxon in Dulles Airport to buy something or pump gas. And you must keep the receipt in case you get pulled over - that way you have evidence that you were conducting business at the airport.
