Evening buses run from 3.20 thru 5.40 every 15-20 mins depending on traffic

But this is from Dulles North frequency and timing is different for other stops but they do start early in the morning.

The Loudoun buses are mostly for commuters. You wouldn't be able to use them to pop into DC to see a few museums and then come back in the middle of the day. (Unless you're willing to wait until after 3:00)

Actually, there is a mid-day bus back to Dulles North; it leaves 4th and H, NW at 1:25 M-Th (12:32 on F) and arrives at 2:47 M-Th (1:50 on F). This same mid-day bus continues on to Dulles South, but only on Fridays. It arrives back at 2:05.
