I concur. I'd just drive too the traffic on 66 won't be so bad but then again it is 66. I know 395 is always pretty clear by 10. So you could take 95/395 into the city. Make sure you allow time to park. Or since this is super duper important just pay the $10 to park in somebody's garage versus the streets.

I was at the vienna metro at 9:30 and found plenty of parking in the garage. However, your mileage may vary. This important i would not chance the Metro being on time or unexpected breakdowns.
