Then in that case, you will be able to use the free airport road, which doesn't have much traffic (nor does it have HOV). However, if you are getting on the Beltway from the airport road, you will have to cut across several lanes of traffic just past the toll plaza.

"Motorists traveling to and from Dulles International Airport on business are permitted to use I-66 inside the Beltway during HOV hours."

You just need to explain to the nice officer that pulls you over that you are enroute to/from business at the Airport. In the morning the usual waiting point for the officers picking up HOV violators is right where the acess road and toll road merge so they can see who is comming from the airport.

How long will it take me to go from Dulles Airport to the South side of DC by car during rush hour traffic. If I leave at 8 am, will I get there by 10 AM
If there are two of us, can I go HOV?? Or does it require 3.

Yeah and unfortunately "I just dropped my friend off at the airport" doesn't count..you will need plane tickets, airport receipts, or something along those lines.

To the OP...you should definitely make it to DC by 10.

"South side" is not a local term.. Waldorf? Ft. Belvoir? Nationals Park? all on the South side..

Do you mean the south side of Alexandria VA...not DC, if you are headed to your hotel on Richmond...Rt 1. That will mean getting on the beltway (495 toward Richmond, and then stay to the left at the 95 merge, then continue on 495 toward Rt 1...which is BRUTAL that time of day, getting across the bridge, getting off at Telegraph, heading into Old Town...take your pick it is tough.

You will not be on HOV for any segment of that..Dulles Access to 495 to Richmond Hwy. Your bigger issue will be getting into DC at a decent time. If it doesn't matter when, then I would wait it out a bit and head across the WW bridge and get off on 295 in MD and then head to the city...BUT all depends on where you want to go in DC. I highly recommend a GPS!
